La agencia nuclear de la ONU reaccionó así a la decisión de las autoridades japonesas de elevar del 5 al 7 el nivel para todas las consecuencias de la catástrofe, una categoría registrada antes sólo en el accidente ocurrido en 1986 en la antigua Unión Soviética.
