“El Bastón Blanco es un instrumento que identifica a los ciegos y disminuidos visuales y les permite desplazarse en forma autónoma. Sus peculiares características de diseño y técnica de manejo facilitan el rastreo y detección oportuna de obstáculos que se encuentran a ras del suelo.
En 1930, George Benham propuso que aquellas personas con discapacidad visual utilizaran un bastón blanco con extremo inferior rojo, para que se les otorgara la prioridad de paso. En 1946, Richard Hoover diseñó el bastón prototipo que se utiliza en la actualidad.
En el año 1980, los representantes de Instituciones y Organizaciones de todos los países integrantes de la Unión Mundial de Ciegos (UMC), se reunieron en París y establecieron el 15 de octubre como Día Mundial del Bastón Blanco.”
