Se basa en que el Gral Urquiza recorrió este trayecto reiteradas veces y en esos viajes fue imaginando cómo organizar las provincias bajo una Constitución Nacional con principios republicanos y federales que diera forma definitiva a este país.
No era tarea para cualquier persona. Su visión era superar la desorganización reinante y su mayor aspiración darle al país una Constitución Nacional.
Esas épocas de enfrentamientos las sintetiza y describe el historiador Celomar Argacha “Eran tiempos de dolor y odios en la familia argentina, un país dividido, encharcado de la sangre de sus propios hijos.” Cuántos de esta Villa dejaron sus vidas en ese sueño.
En 1851 Urquiza hace el Pronunciamiento, vence en Cepeda a Rosas el 3 de Febrero de 1852 con la consigna “¡Viva la Confederación Argentina! ¡Mueran los enemigos de la organización nacional!”.Luego convoca al Tratado de Pilar-31 de Mayo de 1852- y convoca un congreso para que redacte y sancione una Constitución Nacional y el 1ro de Mayo de 1853 en Santa Fe se aprueba la misma. Desde ese entonces nos rige.
Por todo eso la propuesta se extiende a que:
Se designe a la Ruta Nº 39 que une a Paraná con Concepción del Uruguay con el nombre de “Justo José de Urquiza”
Es hacer justicia con el principal hombre que tiene esta ciudad.
Otras ciudades o regiones han dado nombre a trayectos o ciudades y han logrado posicionarse de esa manera.
Algunos ejemplos:
Ruta del salame quintero – Mercedes Pcia Bs As
Ruta del Queso – Suipacha Pcia de Bs As
Ruta del vino ( Varias provincias Mendoza-San Juan —
Ruta de la Burbuja – – Refiere al vino Espumante
Pero a diferencia de estas, Concepción del Uruguay ofrece otra jerarquía por su historia, por su patrimonio histórico se ubica y puede presentar un trayecto que la identifique con su esencia, valores y cultura, asociada a ideas de organización institucional y modernidad.-.
